The situation
The Electoral Commission, established in 2001 as an independent regulator of party and election finance, had accumulated multiple communication and collaboration systems over time. Staff used different tools for video conferencing, instant messaging and unified communication depending on the department or project. This fragmentation created inefficiencies: switching between platforms, managing separate contacts lists, dealing with interoperability gaps.
Leadership wanted to consolidate these systems under a single vendor and work with a delivery partner who understood both the technology and the organisation’s specific needs.
What SCC did
SCC engaged deeply with the Electoral Commission to understand its objectives and working patterns. The organisation needed more than a technology selection; it needed a partner who could articulate what a modern unified communications environment would enable.
SCC developed a solution centred on Skype for Business that replaced the disparate systems. The implementation required careful sequencing to ensure business continuity during the transition, as the Electoral Commission operates according to strict regulatory timelines.
What changed
Staff now have a single platform for all communication modes. The transition from multiple systems reduced confusion and support calls. Departments that previously worked in silos found it easier to collaborate because communication infrastructure no longer created artificial barriers.
What the client learned
The Electoral Commission learned that consolidating fragmented systems is as much about choosing the right partner as it is about choosing the right technology.
